National One Health Programme for Prevention and Control of Zoonoses (NOHP-PCZ)
Background
The program was approved by Standing Finance Committee during 12th FYP vide OM 26.06.2013 as Central sector Scheme. In FY 2017-18 programs was under umbrella scheme of NCDC and since then the program is continuing as Scheme B of Umbrella scheme of NCDC. The programme has now been approved under SFC for FY 2021-26 under Scheme D of umbrella scheme of NCDC.
Vision: Institutionalize Structural mechanism for one health in the country at each level National, State District, Block and village level
Mission: To bring all stakeholders from Policy makers till Front Line workers on One Health Platform with Shared Vision and Common Goals
Goal: Protecting communities and minimizing socioeconomic losses due to emerging and re-emerging zoonotic threats
Objective: To operationalize “One Health” Mechanisms for prevention and control of Zoonoses through strengthening Inter-sectoral Coordination among all stakeholders at the National, State, and District and below district level.
Strategies: Utilize existing surveillance systems in all sectors, roping in Vet/Wild life institutes as regional Coordinators, Joint Capacity Building programs, Explore networking and mapping laboratory resources & IEC

Major Activities and Achievements
Institutionalizing One Health at National & State level
- Two Multi-stakeholder workshop have been conducted to develop the State Action Plan for Zoonotic Diseases in Rajasthan and Orissa
- Standing Committee of Zoonosis has been established under DGHS. 10th Meeting of Standing committee on Zoonoses was conducted on 9th December 2021, at Nirman Bhawan
- A network of 11 Regional Coordinators of One health established and strengthened 4 AIIMS institute as regional Coordinator
- 31 States had formed State Level Zoonoses Committee (SLZC) & 373 Districts had formed District Level Zoonosis Committees (DLZC)
2. Sentinel Surveillance Sites for Zoonoses (SSSZs) are being established throughout the country to assess the burden of priority zoonotic diseases in India. So far 45 institutes has been strengthened across the country.
- Annually more than 50,000 human and 15, 000 animal samples are being tested for zoonotic diseases by Regional Coordinators from both Human and Animal Health sectors.
- Regional level trainings on zoonotic disease on Public Health & Laboratory aspects are being conducted annually.
3. The National Conclave on “Augmented Zoonotic Diseases Surveillance at Human-Wildlife Interface” was held on October 17th & 18th, 2023 under the Chairmanship of Shri. Sudhansh Pant, Secretary, MoHFW. The objective of the national conclave was to understand
- Outbreak of zoonotic disease events
- Strengthening of wildlife pathogen surveillance for early detection of emerging zoonotic disease events
- human-wildlife conflict
- inter-sectoral collaborations
4. Capacity Building – Joint Trainings/Workshops for Veterinary & Medical Professional (300 mid-level professionals trained)
5. Hands on training on diagnosis conducted for Leptospirosis & Anthrax for Medical Officers
6. Creating Awareness about zoonoses –
- IEC materials (Print, Audio & Video) on 7 priority zoonotic diseases namely Rabies, Scrub Typhus, Brucellosis, Anthrax, CCHF, Nipah, Kyasanur Forest Disease has been created and was launched in July 2021 on NCDC annual day by Hon’ble Union Minister of Health and Family welfare. https://www.ncdc.gov.in/index1.php?lang=1&level=2&sublinkid=502&lid=428
Activities undertaken in last one year i.e. 2018-19
a) Interectoral coordination
To institutionalize the “ONE HEALTH” approach at National level – Collaboration with DADF, Ministry of Agriculture and Farmer Welfare (MoA & amp ;FW) for development of technical guidelines for animal component of rabies control has been done. MoU is proposed to be signed between DADF, MoA & amp; FW, MoH & amp; FW, Wild life institute of India for prevention and control of Zoonotic Disease in India including rabies. Preliminary meeting on Proposal for signing of MoU between Technical Stakeholders for Strengthening Inter-sectoral Coordination for Prevention and Control of Zoonotic Diseases in India held in February,
b)State & District level initiatives
14 States constituted State Level Zoonosis Committee (SLZC) for intersectoral coordination for prevention and control for zoonosis. Formation of district level committee zoonosis committee is under progress . Follow up is being done with rest other
c) Technical support activities
Organized a two day “National Multi Stakeholder Technical Workshop for strengthening inter-sectoral coordination for prevention and control of zoonotic diseases” in Joint collaboration with DADF, Ministry of Agriculture and CDC India on 27th and 28th February 2019.SOPs for priority zoonosis ( Rabies, Anthrax, Scrub typhus, Leptospirosis etc.) are being formulated with the consultation of stakeholders and State
d) IEC activities
Communication was made with all states/UTS to observe World zoonosis day observed for raising awareness of medical and vet. Professional on 6 th July 2018 and few states undertook activities at state and district level for raising awareness among professionals and general community.
